the hackensack river is basically a bunch of creeks or a river with many channels in it, whatever you want to call it. Anyway it is really shallow and broad, just landfill that areas you want to build and leave the areas you don't open for sewers or surround them in concrete so the nasties don't contaminate the things around them. The rest of the river that is up stream obviously has to flow somewhere though, it can act as a pump and flush whatever is in the sewers out into the bay. man i'm a genius.
