i remember seeing an article a few months ago about a recent overhaul to the regulatory system that was very pro-tenant. one of the changes included increasing the circumstances in which the courts would look back more than four years for rent overcharge claims.
this ring any bells for anyone? finding the updated legislation or an article that references it... either would be appreciated!
In New York City "very pro tenant" often means forcing 1 landlord in 10 to abide by the Rent Stabilization Law.
