To the OP, do you realize its the communities that put together and fund the parade? Its not the city. They just get the permit from the city. Any community can do a parade in NYC.
So if you are asking why is the PR parade so large, its because, over the years, they have been able to successfully fundraise for the parade.
Maybe there are other large communities that have small parades because they don't really care about donating to a parade. Who cares about parades anyways?

You'll not see a Japanese, French or British parade. But all of those have sizeable populations in the NYC metro area.
National "pride" parades in the US tend to be most enthusiastically supported by those who feel the need to assert their "pride" especially those that have been marginalized or downtrodden in the past. A way of, momentarily at least, empowering the disempowered.
But who can complain about the PR parade? - with all those hot PR chicks.
Colombia has a huge NYC population too. I see a ton of Colombian flags here in Middle Village, and Middle Village is white as ****. That's just a testament to how many Colombian residents NYC has
