You were defeated the moment you framed this question in your mind as one of "diffusing inherent racism." My advice is to simply keep it simple: "Excuse me, but could you turn that down? It's really loud and distracting. Thank you" and leave it go at that. Check your white guilt at your apartment door (or with your doorman, if you have one). However, in the event you find yourself dealing with a pack of black teenage girls, it is best to say nothing, as the likelihood of violent escalation is unacceptably high. And yes, ethnicity matters. A pack of Asian teenage girls or or hijab-wearing muslim teenage girls would not present the same level of risk.
I think the Bose earphones are a great suggestion. The guy knew his music was loud and that he was going to be a jerk about it. You could also go to Chinatown and buy a bag of dirt cheap ear buds. (Is that one word or two?) If someone's music is bugging you, just bless them with a pair of dirt cheap buds.
And, it's not like NY is a noise free place. It's freaking loud out and about.
