CNN explained the term. I never heard of it prior to the Staten Island incident.

I never heard of it either. But I don't smoke so it isn't a term that would be relevant for me.

The problem is that the NYPD has almost nearly 35k cops and 51k employees total. It's a mafia.

31 arrests and convictions isn't a real criminal? Esaw "Pinky" Garner is that you?? That's exactly what the Garner family has been claiming. It's hysterical.
