The Ice Rink Center is a waste of money for the community in my honest opinion. For one the Rink does not benefit the mostly Dominican community which do not play hockey as a sport and favor either Basketball or Baseball. Anything Ice related is a very affluent sport which is only confined to either the suburbs or wealthy urban neighborhoods. The Armory should have been used to either build housing, or converted into a college campus of some sort.

you mis-understand - that's the whole point, to give kids who aren't wealthy a shot at ice skating and hockey. There's going to be a million programs for kids to have an opportunity they never would have had

But an ice rink could be done with the context of a mixed/diverse/multiple use, ala Chelsea Piers. The question is whether a ice rink only can work in that neighborhood?
I just learned that both Manhattan College, and Iona College used to have ice hockey teams. Now combine that with Fordham (club Hockey), Columbia U (club hockey), a few catholic schools in the Bronx have a hockey team (maybe like two or three), and SUNY Maritime, then one, two, or three rinks may not seem like such a bad idea.
Now Manhattan College, and Iona College currently dont have teams, but there is a changing in the demographics of higher education. With the way the job market is and looks to be in the future, and the over-saturation of colleges making degrees worth less than before, many people are and will be opting to stay closer to major population centers. Why spend four years out in the middle of nowhere in Upstate or Pennsyltucky to get a degree that may not get you anywhere? I am willing to bet Iona, and Manhattan College enrollments will increase in the future, and increase enough for more demand to start up at least a club hockey team. There are plenty of kids in the northeast who play and may not be good enough for higher levels but want to play somewhere.
If you build rinks, this can help the idea along, and you will get your tenants. A few more Bronx catholic schools may even also start up their own teams seeing as there is now a convenient venue for them. The Westchester rinks they play at are already over-crowded and some are very dilapidated.
The idea that a hockey rink shouldn't be opened somewhere just because "minorities don't play hockey" or because the residents think they have a better idea is silly.
But I think that other criticisms of this project may be fair.

Actually, 9 rinks in a place where minorities wont play hockey is a pretty good reason to not put it there.
But if a private business feels like they can fund this by themselves, and force hockey down the throats of the locales, then let them try, and if they fail, they take the brunt.

I feel that the building should be used as a multicenter athletic center with a make shift mini soccer field, indoor basketball, handball, racquetball, climbing and a couple of rinks for ice skating or what not. And for the Dominican population, convert the roof to a baseball field or build batting cages.

Well yeah I don't think 9 rinks are necessary, if the armory is that big that it can fit different sports, then that would be a good idea.
