I am visiting family in new york has well as touring the city
to do some shopping... I am willing; to park in a different borough
and take a train / cab or a combination of the two to my family's borough
as well as for doing my shopping...
So My Questions are:
1.) Which is the best of the 5 boroughs for out-of-state visitors driving themselves?
2.) Which of the Five(5) Borough's has the Most free parking?

Perhaps provide some more details like where is your family, where are you going shopping, what are you buying etc. All this seems like a lot of work to avoiding parking in a parking garage. Drive there early, get a early bird special and pay $20 for like 12 hours.

NYC is enormous. I agree with the other poster above.

Unless it's Manhattan, it makes more sense just to search for parking in the same neighborhood. It's going to waste much more time to say, park in The Bronx to visit Queens.

If you really don't want to park in the city, you could pay for parking at a commuter rail station (NJ Transit or MetroNorth) and take the train in.

family for a week in a spare room of their's (thankfully I can save a little here)
My family lives in Brooklyn Bedford-Stuyvesant to be more specific;
And as for my shopping I will want to visit the high end Men's Stores...
in the city. But I do not know where most of the Men's boutiques are located?
are the men's stores in every borough?

I recommend finding a street parking space in Bed-Stuy and then taking the subway to get around the city to go shopping.

Another good option would be to take the bus to NYC and that way you don't have to worry about parking your car at all.

Come to FMCP, and park underneath the Van Wyck. You can then walk across the park to the Tennis center then onto the 7 train.

I guess being frugal about parking and staying in his family's spare room in Brooklyn is what enables the OP to shop at high-end men's stores.
