Chava, I've been reading that the lines at the Statue are really long so we might skip that one. Plus I did forget about the WTC Observatory so we'll add that in instead of the Statue probably.
I would ask your friend again to make sure. Perhaps there was some miscommunication. Ask what sights exactly she was able to get into with the fare.

The Staten Island Ferry is definitely a better option than the Statue of Liberty itself.

As for the WTC Observatory, I would suggest buying the ticket in advance online. Having been there last summer when my brother & his daughters visited that is the way to go and it is definitely worth the cost of the ticket/s. Also if any of your children are 12 and under the price of the entrance ticket is lower for them.
