I am tired of waking up to some moron driving blasting loud music in evening hours 11pm-2am..

Its so loud the whole block of idle cars alarms start to beep!
This useless mayor..

THEY SHOULD BE TICKETED FOR SURE.
but this is the way some people are raised, like animals.

i know not to blast a radio in a car at 11pm while going thru neighborhoods, especially with apartments all around, and my sons dont do it either.

its called being taught consideration, something a great many people are not taught and are lacking.

Well said! And to answer the OP's question, the answer is yes. They should be banned.
Just like roads around hospitals are banned from honking horns - or else get 3 points on your license, so should the same apply to cars blasting music in residential areas!

I've literally never woken up from a car blasting music

Even without those, there would still be ambulances at any time of day

It wouldn't help you that time, but if it's a repetitive event, it may help in the future. Might pressure the precinct to step up enforcement.
