No longer a requirement to have passed a English proficiency exam to obtain your NYC Hack license to drive a cab. This sounds dangerous to me. I am all for equal oppurtunity but is it just me this sounds like trouble?

so they are going to make everyone else learn Arabic or other Middle East languages? Or Spanish?

Is that the goal? we have to change instead of them?

This is a political move similar to how certain senators vote against declaring English as the national language because they live in states where many people don't know English. The state that Sharon Engel (a horrible woman) was running in, the incumbent voted against making English the national language twice.

It seems a bit silly to me to cut the English language requirement. But then again many taxi drivers don't speak much English so obviously the English language requirement was probably never enforced properly.

If English is a real necessity, then those who can't speak it won't get many fares. Those drivers will find themselves out of a job. Problem solved.

About what, in heaven's sake, would you want to talk about to a cab driver?
Just tell him the address where you want to go, that's it. I am sure that every cab driver knows the minimal English he needs to know regarding driving you to your place of destination.

Has to know to count to 100, though, and recognize the dollar bills, that's all !

I think it's incredibly dumb from any angle - whether you want to think about it in terms of safety, in terms of enraged frustrated riders, in terms of not encouraging drivers to fully commit to America.

Here's the NYT article on it:

I don't even need them to be able to count to 100 in English. As long as I get the right change, that's fine by me.
