As have said often the UES lately has become over-run with people from other parts of Manhattan/NYC that don't belong here and are clearly up to no good. In particular you are seeing far more homeless and African American males roaming the streets on foot or bikes (especially at night) with no clear place to go and just giving off weird vibes.
A week or so ago a young black man pushed a guy to the ground on East 81st between Park and Lexington then demanded he hand over is wallet and phone. The victim refused and the guy fled empty handed. This was in the middle of afternoon.
As for the "white girls" around 86th Street, can see why that would be happening Yorkville above East 86th has become one of the few places left on the UES for "affordable" housing. There is also some sort of hostel or whatever up there as you often see people with suitcases exiting 86th subway then heading north.
If someone is walking on the street there is absolutely no law that prohibits them, and you don't have to tell the police where you're going.
So as for those African American males in the UES on foot or bike, it's none of your business what they are doing. The cops can only take action ONLY if an INDIVIDUAL does a criminal act.

This is where more police presence is needed. Pull cops from behind their desks and from the preicents that clearly don't want them and put them in Manhattan. Many ne'er-do-wells (of any color) well start to feel uncomfortable and move on.
But yes, by all means be petrified and avoid living on the Upper East Side (Move to Harlem, Flatbush, or Astoria where it's really nice and safe and there are exciting things too do, like buy a coffee and sit with your laptop for hours.

So let me get this straight you want police to go after Black people that look like they don't belong?
Why not- he obviously has super powers that can tell him who 'belongs' in the neighborhood or not.
