I liked Trump's design that he unveiled some 10 years ago. He depicted a new set of even taller towers then the original. I hate the 1 WTC design that currently occupies the space that the old North tower once stood over.
The Port Authority of NY and NJ owned them until July of 2001, after which, they were turned over to Larry Sliverstein.

While he was required by the lease to rebuild in the event the buildings were destroyed by any means, every politician and wannabe politician stuck their hands into the rebuilding mess. Think back. You had some family members screaming that there should be no rebuilding at all--they had their supporters riding on their backs to their political aspirations. There were the rebuild-exactly-as-they-were people. Well that wasn't happening. The frickin things collapsed, for God's sake, due in part to their design, and people died due in part to outdated life safety design, but those people had their political champions, too. Then you had Pataki and his crew. Then you had the reality of a 16-acre "bathtub" in what had once been part of the river and all the engineering complications inherent in that. It was not simple, and there were a lot of lawyers involved between Silverstein and the PA and the 11 insurors before they came to the Master Agreement around 2005. In that, Silverstein had to turn over One WTC to the PA along with some of the insurance money. The Master Agreement was amended down the road as the site restoration progressed.
