These people are trained to look for hidden income. They need to give the apartments to people earning within the income brackets. Even $50 over or under the brackets will get you disqualified. If you're getting paid in cash, there's no way to be sure of what you're earning. They must rely on your word.
And, truthfully, most people do not declare cash earnings. I'm not trying to cast any aspersions on you at all. But many types of shady occupations depend on cash transactions for secrecy. That's just the way the world works, unfortunately.

I see where you are coming from. I already work part time with bi-weekly paystubs, and after adding the extra cash I will be over by $950, but it will be on my tax return eventually so I can't hide it. I guess I'm screwed either way.

Not true. If you read the guidelines, you'll see how this tax issue is handled. You could theoretically have till next October to show a 2016 return if you file for an extension.
