I know someone who owns a business who basically laughs at all of this nonsense. According to him, unless the owner is downright stupid, it's all easy to get around.
What's maddening about it? Companies just want your salary history so that they can make a lowball offer. Nothing more nothing less. This is one of the few bills that I support. Companies talk about the need to pay for top talent. Well where should that start and end? This gives employees some leverage, and if the business can't afford the asking price, no one is forcing them to pay it. They can go back and look at other candidates.
I think this is to prevent employers from verifying past salary with former employers. There are actually controls on how other information from other aspects of our lives can be released. Grades and medical history cannot be released without consent and I think the same should be true for salary.
What's really happened is Trump's rise to power means that the centrist Democrat or the moderate Republican are both unelectable. The interior of the country for now will vote for Trump types. The West Coast and the Northeast will increasingly go for Bernie Sanders. There's no reason for NYC or NYS officials to try to go moderate, when NY voters want them to go left.

Not happening. The businesses that are in NYC want to be in NYC because it's NYC. They aren't going anywhere. It was mainly manufacturing and back office that left NYC.
So why does NYC have he most vibrant economy in the US? NYC has always been a highly regulated city compared to the rest of the US.
The old adage was "Go West, young man", not "stay in New York".
It's a place where people around the world want to be, if only temporarily. There's other advantages too. NYC has concentrations of certain kinds of talent,and certain industries prefer to base their operations in major cities where it's possible to concentrate this talent. You aren't going to ever be able to go to Mississippi for high end finance.

I'm sure that's what the councilcritters that foist this nonsense think. But with the internet, does anyone REALLY need any particular physical location, especially for the type of white collar work that is mostly done in NYC nowadays. At some point the business community is going to look at the high rents, high taxes, and ridiculous regulations, and say "**********".
