Next part of the plan might be to identify the chronic local "dead weight" -- petty criminals and ne'er-do-wells in each city, and keep them grounded -- sort of a national "**** list"

For openers, you don't .... as long as you don't fly, and the switch to the "wallet card" passport ought to make things easier, not to mention a 60% reduction in the fee, which you pay only once every ten years.
Sounds like a fair trade to me; especially of it increases the pressure on "traveling vagrants".
What do I think of it? What I think of it wouldn't pass the scrutiny of profanity censors for this site.

As American dominance of the most sophisticated technology continues to erode, the situation will worsen, and we will confront more riffraff defecating in our streets and spreading disease; some sort of national vagrancy law seems inevitable, (and the sooner, the better)! Incorporating protection for the responsible majority in the form of less-expensive and easier-to-carry passports into the equation seems just common sense to me.

To me personally it is no big deal as I have always had a valid passport since I was child when my family moved overseas for several years due to my father's jobs. But I can understand that for others it would be an inconvenience and expense to get a valid passport.
