Drug addicts and homeless people caused it to be so bad. I bet the workers are happy they don't have to go there anymore.

W. 4th and that one by Penn Station are/were the worst in terms of dirt/crime/mayhem. W. 4th was like a portal into another universe.

I'd tie this one with Delancey/Essex.
