How come were observation deck attractions in New York City like the Empire State Building and Top of the Rock that have a good part of their attraction indoors allowed to reopen both their indoor and outdoor spaces on July 20, but not indoor museums like the Metropolitan Museum of Art or the Museum of the City of New York? The Empire State Building reopened it's entire Observatory experience on July 20, including the 102nd floor observation deck that is entirely indoors and Top of the Rock reopened the whole space on August 6, including the indoor sections. As for indoor museums and aquariums, they will be allowed to reopen starting on August 24.
