neighbor parking extremely close to legal driveway (rent, houses)

I have the same problem except neighbors and strangers park over the driveway by sticking the nose of their vehicle over the curb cut to driveway. There doesn't seem to be anything that can be done.
I've called 311 but cops will show up hours later if at all once the car has left. I blocked my driveway using my own car and someone would call 311 to ticket me. I can beat the ticket but its very annoying and takes time out of my day. Then I noticed some scratches on my car and seems like its retaliation.
If you figure out a solution, let me know. Only recourse I can see is to live with a blocked driveway.

I know some states do not require insurance.
Where are you from anyway? Cannot be NY because otherwise you'd know in order to register a vehicle you need proof of insurance. If you don't have a valid registration sticker displayed you'll get ticketed for that as well. Tickets will continue for each day (or even less) that ride is parked on a NYC street. Only place to park an unregistered vehicle is private driveway, garage, etc....
Just man up and do what many would in similar situation; a few "accident but on purpose" dings to guy's bumper and he should get the message.
But then again as stated above, if guy is parked so his bumper doesn't touch your curb cut, there isn't much you can really do. It's one thing to ding a bumper that extends into driveway. But to go out of your way to hit a ride is not only mean but illegal.

Problem is as with so many other things in NYC, bureaucracy.
NYPD issues tickets, but DSNY is responsible for moving "abandoned" vehicles on public property. However if ride as plates it isn't considered abandoned, so NYPD has to tow or boot..
There are several rides parked in my area now for a few months racking up tickets. City seems in no rush to move them, and really seems as if they can't be bothered.
Out on SI have seen obviously stolen and stripped rides parked on streets for months before they are finally moved.
