Probably a renter thing. Not all renters of course, but whoever the landlord sends works for most NYC people.
No one walks in my house without me knowing a hell of a lot about them.
Renters and homeowners who cheap out and don't want to pay for quality.
The first have no choice, they are at the mercy of whoever LL hires; and have heard some horror stories....
Second there is no excuse, period. Well other than people who truly can't afford to home their homes so when stuff happens (and it always will when you own), they need or have to go with lowest possible bidder. Not only do they get crappy work done, but often robbed blind in the process. Sort of gives a whole new meaning to BOHICA.
I've never let a random worker into my house. Only with references and most often a close friend of someone I know.
No...for the most part the people who have done repairs on appliances and such have come from specific companies and they usually would do a background check. With that being said, I'm not about to research the person to see if they have a record. When your house was built, did you ask the builder to see the records of the people who built your house?

I didn't have this house built, but who cares who is inside when it's being built? They can't steal my stuff or scout out my defenses/deficiencies/family, present a physical threat, etc. while the house is still a shell.
Look, plain and simple, this isn't an "act" with me. You're welcome to try to find holes in what I say, but you won't.
NO ONE steps foot in my home without having been extensively checked out. If I still consider them a stranger, they don't come in. I don't answer my door for just anyone either. Random knockers will first see me standing above them on my balcony after I have already assessed them and armed myself.
That's just how I operate. It's abhorrent to my sensibilities to be reminded that so many do otherwise.
The driving theory is if you pour in loads of bad apples with the good they will all become good apples
