I disagree as it depends where in California. I too was in California in December. I found Orange County to be very lax but in L.A. it was much stricter than NYC in terms of eating out at restaurants (where not only did I need to show my vaccine card but also a government ID vs. here in NYC although I was asked for my vaccine card it wasn't looked at carefully).
