This is a complex issue with no easy answers. One of the points this article addresses is the mandatory reporting (victims have to make a report within a week) and mandatory arrests which is something victims of domestic violence are loathe to do because they are financially dependent on their abusers. sigh. It is a dilemma with some saying the current funding of NYPD overtime & prison costs should be diverted to housing, childcare, mental health and transportation.
I don't wish to be flippant. I know there are various complex psychological, socio/economic issues regarding domestic violence but it's best not to have a relationship and children (who I truly feel sorry for; they didn't ask to be brought into this situation) with arseholes as much as it depends on you in the first place. I know. I know. Easier said than done.
I still think the NYPD is needed. I know it's not a perfect situation but I don't think it's wise to put them totally out of the equation.
