WOW! I hope the landlord reimburses the tenants for 100% of their losses asap. What a nightmare!! The word 'luxury' has become meaningless in NYC real estate.

That brutal recent cold snap caused all sorts of problems. Many homes and multi-family had plumbing or other water issues due to extreme cold.

Someone I know said walls of her apartment were "sweating" and windows frozen over with condensate.

My other standard response applies; much new construction both private homes and multi-family is sh*t. Word "luxury" is often a cruel joke....

Signs of inadequate insulation in both cases, evidence of very poor construction. Proper insulation is not rocket science. If your friend is in a new building she's stuck with this problem. My 1-family house was built in 1960. I upgraded my insulation 20 years ago. Tyvek House Wrap + 0.75" foam insulation + added roof fiberglass insulation + double-pane windows. My walls don't sweat nor is there ice on my windows. And this is in a 62 year old ranch house. When it got down to 10°F around Christmas my house was comfortably warm.

I agree. It's used as an excuse to hike up the rent.
