Guys - never done this path and wondering if the bike path starting at cross bay blvd entrance to belt in queens going west is safe? Are there other walkers and bikers during the winter on a good day like this all along?
Also any place to refill water on the way? I know all water fountains are shut for winter but any vendors or stores?

It is safe, and very popular with locals. I used to bike from Plum Beach (day only as that beach and parking lot is sketchy) all the way up to Cross Bay. If you go further in the opposite direction you can detour to the Marine Parkway Bridge. Great views and Floyd Bennett Field is there too. It was one of my favorite local rides until I moved away. Some good inclines for cardio and declines to just glide and enjoy.
If you can get over to Sandy Hook, part of the Gateway National Recreation are thats a great ride. Smooth path, former military base and nice beach.
It is safe, fun and scenic. Plenty of bikers, joggers and walkers along with protected barrier. Please do not listen to the ones that stay indoors posting frightened comments, and swayed by media narratives. They are stealing cars how dare you ride a bike!! Absolutely laughable and borderline sad.
I'm sure some of the people answering you have never done this and they are scared of everything so what would they know.
So I have biked from Bay Ridge Avenue/Shore Road all the way to Riis/Rockaway, across the Marine Parkway Bridge. That requires you to get off of the bike path at some point and bike in the street to continue along. From there, I biked along Cross Bay Blvd. through Howard Beach and then back along the Belt Parkway. Some of the stretches are not in the best shape in terms of the path itself but I would say that's more true of the pathway from Bay Ridge Avenue through Caesar's Bay area. Have you biked in Shirley Chisolm yet? I haven't biked there, but I did walk the paths.
I think you are more likely to see people on nice weather days and on the weekend if you want to do it when it's not empty. It's pretty windy/cold if you don't choose a nice day. I found the ride pretty enjoyable. I don't recall there being anywhere on the path to refill your bottle---I would just bring what I needed. There's usually a food truck at the parking lot by Plumb Beach and/or the lot before that if you're coming from the west side, but I don't know if they're always there. On the way back one time we did stop at Roll n Roaster, since there's a bike rack there, which is pretty close to the end of the bike trail into Sheepshead Bay, where you would find plenty of stores.

I rode that stretch thousands of times when living in Sheepshead Bay Brooklyn. Excellent descriptions here!
