It's about convenience to mother or whoever is with the kids.

Since it's obvious you've not had to bother things roll like this:

With closed stroller a mother, care taker or whoever has to take kid out of same, close it then board bus. This all while holding baby or small child who was in stroller and maybe bags/packages and possibly dealing with one or more small children.

Being able to roll onto bus with stroller open means whoever is in charge of the thing doesn't have to unload and fold it up before boarding. Much easier....

Wait. What? How are they carrying the open stroller with a kid in it up the steep steps of the bus? How is that easier?

Steps aren't an issue since they flip out the front ramp for wheelchairs and walkers anyway. I didn't realize you weren't supposed to close up the strollers. Several Moms/Nannies on my bus lines didn't get that memo
