Very common to see wet sidewalks in midtown during the early morning rush hour. The maintenance crew will stand there with water hoses spraying water. Why? Is it to remove the crusty bum juice from derelicts sleeping in front of the doors? To keep it generally clean? To prevent cracking? I'm genuinely curious.
It's to remove vomit, dog poop and garbage juice

Keep an eye on all the folks who spill, drop and let animals do their deed in the middle of the street instead of the curb and answer your own question. I even saw a woman walk out of a building of considerable price and luxury, literally let her dog pee on the planter that was part of the entrance to the building right in front of the doorman and then walk back in. You don't gotta be poor to be a thoughtless POS. We had a garbage with a disinfectant wipe dispenser in our lobby. It was so convenient until people started bringing their dog poop bags back into the lobby to throw them away! Now why take your animal out at all? Let em **** in the lobby.
Sorry but that is wrong, totally and absolutely wrong.
Maybe in the busted area you live in shop owners, schools and whoever don't keep front of their property clean, but am here to tell you elsewhere in city that just is not the case.
Out on SI and all over Manhattan everyone and their mother is out there at least once a day sweeping, hosing down sidewalk and whatever. Again it's the *LAW* they have to do this or DSNY will slap property owner with tickets. Heck even if sidewalk is swept or whatever DSNY tries to pull a fast one and issue tickets. In which case building supers or whoever can go to the video tape and say "oh really?".

I grew up in SI, Bay Terrace to be exact, and ALL the neighbors cleaned the street in front of their house with the hose, and pushed the dirt to the curb, then picked it up with shovel and put in garbage pail. Everyone did that. SI does not have Alternate Side parking, so it is up to the homeowners to keep things clean, which we all did.
I don't think there was anyone on the block that did not do this ritual.
I also remember some man opening up the fire hydrant at the top of the block (small slope) to have the water flush everything down to the sewer. Oh the memories of a child.
too bad it didnt rain "bleach", that way the whole entire city can be sanitized in one rainstorm.
