They need teachers to indoctrinate future liberals that will continue to drink their socialist ideas. Of course they will pay anything to have teachers teach all this leftist liberal ideology to NYC kids and keep them from having a free mind.
I've met so many young people and so few have a really free mind. Until they get older they see things that adults tell them that don't add up is when they question why their statements aren't reflective in outcomes.
