I wouldn't even go as far to say that people, in general, consider "Hispanic" neighborhoods to be "ghetto" here in NYC. People consider low income Dominican and Puerto Rican neighborhoods to be ghetto. I rarely hear people talking about Jackson Heights (South American), parts of Astoria (South American/Mexican/Central American), Sunset Park (Mexican/Central American), and other heavily Hispanic/Latino neighborhoods as being ghetto.

I think your list is quite good. In fact, I don't know why people accused you of posting all of the black and "Hispanic" neighborhoods as being part of that list because there are PLENTY of black and "Hispanic" neighborhoods that do not appear on that list. Plenty of working class to middle class areas that are black or "Hispanic" majority that are not "ghetto."
Gardier..if I misread the original meaning of your post then for that I relieve you of your guilt. However, I do not bark, as that is what dogs do..unless you believe I am a dog? I educate, inform, analyze, and temper nonsensical arguments/statements, I do not bark. Whether you live in a black neighborhood or not does not mean you are free to make statements uncontested either or that they are somehow fact or correct. But alas, regarding this specific topic, at this point the term is becoming less and less relevant as there are fewer and fewer communities that qualify IMO..at least as compared to how things were back in the 70s-90s.
Can someone tell me about these black/Hispanic neighborhoods that are not considered ghetto? I am dying to know where they are. I see someone mentioned Rosedale in Queens; I'll be sure to look that one up.

There are many black/Latino areas that are not "ghetto."
I think people already mentioned it, but a lot of areas in Southeastern Queens are predominately black and they are good areas, not "ghetto."
I rarely hear people talking about Jackson Heights (South American), parts of Astoria (South American/Mexican/Central American), Sunset Park (Mexican/Central American), and other heavily Hispanic/Latino neighborhoods as being ghetto. I know I am forgotting a few in the Bronx as well, as there are decent majority-"Hispanic" neighborhoods in both the east and northwest Bronx.
As for black areas, there are plenty working to middle class neighborhoods that are majority black: Canarsie, Brooklyn; Prospect Lefferts Gardens, Brooklyn; and several neighborhoods in southeastern Queens.
