Go to the Housing Authority Website (http://gis.nyc.gov/nycha/im/AddressMap.do - broken link) and type in the street address. You'll see how close it is (pretty close!) to the projects.
ETA: Actually, it looks like it's IN Gompers, which is a housing project.
Not quite. Gompers is on the next block. 77 Columbia St. would be in Masaryk, which is a neighboring housing project.
Simple answer: Yes there are lots of projects around these parts. (I'm curious, where'd you get the address in reference to?)
hi, it's the address to an apartment i found on craigslist. the rent is pretty cheap ($900/month with utilities included), and it works for me since i'm on a college-student-budget. I like the room b/c its spacious, but my parents dont want me moving in b/c of the area.

It's a room or an apartment for $900? Have you actually seen it or you just saw it online?
Guess it could be someone illegally renting out a room in their housing-project-apartment, or it could just be a scam.
On craigslist it always makes sense to treat anything "too good to be true" as a possible scam.
I think the Rutgers St. area to Grand St. & FDR drive are mostly housing projects. But definitely around the East Broadway section, there's a lot. Also, I think the whole area by the East River Park is mostly just projects.
