Society in the UK has been, for the past decade or so, ruled by yobs, chavs, and youth in hoodies, who have little respect for themselves, others, or rules of any kind. It seems that kids even remotely approaching preppy are in the minority. Yet, it is still a culture fragmented by social class, so these types are usually to be found in private schools and they will probably go on to somewhat protected lives. But again, pop culture and mainstream media are overwhelmed by the rising and relentless chav class. Middle class as you know it is on the way out. Any classical stereotypes of what English people are supposed to be like go right out the window...
I lived in a very desirable neighbourhood in NW London, and was mugged just steps from my front door by a group of teenage hoodies from the large council estate round the corner - ah, the glory of a socialist government, you can live in a million pound house but can't choose your neighbors. It was broad daylight, 10am, a few other people were walking on the street, these kids had obviously skipped school, and they picked me as I left the front gate.
I thought London was alot cleaner than New York. And London does not have any where near the amount of graffiti that New York has. Also, people in London drive more civilized than people in New York.
London is a collection of different towns where even architecture is different. I would say that good boroughs like Richmond, Kingston, Twickenham are much better than the NYC boroughs I saw in regards of smell, litter and crime. While some other boroughs like Newham, Stratford, Liewsham are worse.
I do not know Vienna much but I have been a lot to Paris, Brussels, Amsterdam, Berlin, Frankfurt, Geneva, Moscow. I can say that generally London looks quite good comparing to them. Especially if you compare similarly big cities, like Paris and Moscow. I can show you some dirt and filthy neighborhoods even in Geneva. When you travel as tourist you don't see much and comparison is not accurate.
I do agree than Gulianni made NYC much more livable than it was in 1996 when I saw it first. However, I think it is a result of gentrification more than improvements. Crime and antisocial behavior was not eliminated it was pushed elsewhere.
