I'm curious about the Bay Pkwy area. I have to go to West 13th street off of 86th street around Bay Pkwy. How would I get there from Park Avenue and 23rd street? And also what is the area like?

That would be Bensonhurst. It's a safe, working class area. The best way would be to take the BQE & Gowanus, then the Belt Parkway, and get off at Bay Parkway.

This is fairly walking distance to my apt. Overall a nice, quiet, and safe area. Not exciting but totally fine. West 13th and 86th is several blocks to Bay Pkwy though.
For trains you have the close options of the D Line (25th Ave) and N train (Ave U).
its also right by Johns Deli, a classic and great sandwich shop, and fairly close to L&B Spumoni Gardens as well

You should definitely eat at one, or both of these places while you're there. I'd get a square at L&B and take a sandwich home from John's.

West 13 and 86 Street is a block off Stillwell Avenue. As has been said, take the D to 25 Avenue or the N to Avenue U. (From Park Avenue in Manhattan, you can take the #6 to Union Square and pick up the N, or to Bleecker Street for a connection with the D).
