IMO, Oswego County would offer more professional electricians employment than Jefferson County. But it will also depend, in part, on how many electricians there are already in the 2 counties. Oswego County is more tied to Metro Syracuse in so many ways. A lot of Oswego County residents commute to Metro Syracuse for work. So I think they are more able financially and used to hiring professional workmen to do all types of work for them. I think many Jefferson County residents, especially farmers and other rural people, may be more self-reliant & frugal and might tend to do more of their home-upkeep work themselves whether or not they have professional training. You also have to remember that there are several thousand Jefferson County residents attached to Fort Drum military base. The military would be hiring professional workmen (or already have their own) for work on the base. And military personnel living in apartment complexes off-base would not be hiring you because I'm sure the apartment complexes have their own workmen of various types. These rental complexes are quite large so would want to employ their own workers rather than an independent professional.

Statements / Facts:
1.) Both counties would pretty much be equal as good places to raise a family.
2.) Jefferson & Oswego counties school districts vary from excellent to good to a little lower rating. Compare Jefferson & Oswego counties school districts ratings/figures to SUBURBAN Syracuse (not city) school district ratings which are good to excellent. NY State SUBURBAN schools are often better than schools in southern states.
3.) The airports in Jefferson & Oswego counties are small. THEE big airport in the region is Syracuse (Hancock) International Airport.
4.) The hospitals in Jefferson & Oswego counties are reasonable or small size. Many quite serious medical cases come to one of Syracuse's 5+ hospitals; one special hospital specifically for children.
5.) The biggest shopping area in Jefferson county is on Arsenal Street (Rt. 3) @ Interstate 81 in Watertown (multiple shopping plazas & one mall). Oswego city has the most shopping at the eastern edge of Oswego city on Rt. 104. Many residents of southern Oswego County (Fulton-Parish-Constantia) drive south to Metro Syracuse for multiple shopping plazas & Malls at Clay/Liverpool, Cicero, Dewitt/East Syracuse, & Destiny USA Mall at the northside of Syracuse city.
6.) Property taxes are high all across New York State except maybe lower in VERY isolated rural countryside locations 70-80 miles distant from any sizeable village/city.
7.) Reasonable cost of living all around the larger region.
8.) Good quality of life.
9.) Heaviest snowfall is directly east OR southeast of Lake Ontario (depending on wind direction off the lake) inland for 40 to 60 miles. A more statewide snowfall can/does also occur. Oswego & Jefferson counties probably get more snowfall than Onondaga county (Metro Syracuse/Suburbs). Highway road snow removal crews in Oswego & Onondaga counties are excellent, the best in the country at keeping roads well plowed and driveable. The best!
