I'm from NYC and interested in having a peaceful quiet place to get away from. I've recently rented in Lake Luverne which is near Lake George and it was so perfect. Along the way I saw a lot of signs for Land Sale which got me thinking..it would be nice to have somewhere to relax in and possibly retire. Lake Luverne is nice but I am open to anything more rural. If I were to purchase a land/lot- how much would it cost to put a small cottage on the land? I don't need anything fancy but at least 1 bedroom and a working full bathroom. If anyone can give me a estimate on the structural/foundation part of it would be great.
Also can anyone suggest a nice quiet rural area that would be about 3 hours away from NYC?
Thanks so much!

Honestly, anywhere not in a city/suburb upstate will be peaceful. I'd advise against land in the Adirondacks, since it's all protected and most of the owned land is grandfathered in. Any land for sale would either be pricey or have a ton of building restrictions. Same with the Catskills. For 3 hours away, anything rural would work. The rural Capital Region is pretty easy to get to from NYC, you can either take the train or shoot up 87. The Helderberg hilltowns just west of Albany, the rolling farmland in Washington County. Southern Schoharie County is very rural and isolated, it's hard to get cell service there. Outside of Binghamton are some very nice, peaceful areas as well, but less straightforward of a drive.

Depending on the county you build in, property taxes could play a huge role in the price of upkeep. But the building itself would be upwards of 40k. Factor in plumbing and utilities, and it could go above 100k. You'd really have to ask around with some developers and contractors to get a good price range.
