After looking at the plan for Albany and the acclaim that places like the Rivertowns, Saratoga Springs, Ithaca or even Canandaigua, Corning, Skaneateles or New Paltz gets, what are some smaller places in the state that aren't viewed this way, but could be in the future?

Do you have a link regarding the plan for Albany? I haven't heard of a specific one & would be interested to see what the take is on that. If you mean the next "it" town in the way Saratoga Springs is perceived, I think it would almost have to be a river town. I live just outside of Albany & have for over 20 years. But I'm a Colorado native, so I see a lot of contrasts between east and west. I've always had a love for the Hudson Valley. About 8 years ago, I started actively researching regions and towns that I thought would be great to locate a small business. I was in love with the architecture of Troy; alas that dear city just can't rise above its crime scourge. I also thought Kingston and Saugerties might be on a big comeback, and maybe they will - just not in my remaining working years. But two towns that had fallen on hard times and seem to be on the upswing are Beacon and Peekskill. Both are on the Metro line; both are becoming well known for arts and entertainment. In terms of what gave Saratoga much of its desirability, I think Beacon and Peekskill might have a shot.

I'm inclined to say "Utica" but I think it needs another 3-4 years before activity starts to happen.

At the same time, Utica isn't necessarily in the same class with the cities OP posted. It's over 60,000 residents and growing.

Just to throw a couple out there, but I think that Geneva and Auburn have the potential to get some buzz in the future due to being in the Finger Lakes region, their affordability, solid Downtowns and walkability. In the case of Geneva, an area like this could appeal to those that want an urban lifestyle: Welcome to South Main Street, Geneva

Another place I thought about due to its location, small town feel and its Arts Center is Homer. It is a good sized and walkable village that could allow for access to Syracuse, Ithaca or even Binghamton. https://en.wikipedia.org/wiki/Homer_(village),_New_York
