Mental aide and direct support trainee civil service exams- job prospects or waste of time? (Binghamton: income)

I see both jobs have exams, one is a continuous application and one closed yesterday. I signed up for both. I have a degree in an unrelated field and I know that they pay on the low end of civil service jobs.
However, I thought if I could get the training, get certified and keep the job for a couple years then I could either move into the administration side or move to a lower COL area since the pay is pretty much the same everywhere.
My questions are-
1-what is the likelihood of being offered a vacancy provided my test score is high? I don't want to waste my time. I figure it's not even close to the competition for other state jobs but I don't know if it's a few weeks wait or a year. There must be a reason for continued recruiting.
2- if I'm offered both, which is better long term? Mental health pays more but I think there may be more nationwide options for working with disabled people.
3- if I had a choice of locations and the pay is the same, where would my income go the furthest? My first thought was Binghamton, though it's not my ideal location, I would probably be working a lot.
