True, but we also have to be honest about differences in convictions and other factors as well.
There is also a tie in with regards to the US Census. An example of this is that federal funding is tied to census information and in turn, given the skewed demographics of some “prison” towns, prisoners are included in the census data for that community. So, these communities get funding in part from prison demographics. A good way to illustrate this is to look at a place like Malone, which has 2 correctional facilities(look at both the village and town). Then, look at the school demographics. You’ll notice a substantial difference.
This also shifts resources from urban neighborhoods that need it to these more rural/small town locales.
