Typical NY move. First you incentivize Nat Gas companies to update their infrastructure ( with accompanying increase in cost for delivery of gas) without telling them in 7 years nat gas will be pushed to the door due to new law
Said new law exists before any of the proposed plans to add renewable sources of energy to feed the grid exists. So basically we are relying on hope that the projects will be completed in time.
Imagine what our bills will be for full electric heat in 2030. Guess we will all be getting aid to pay the bills.

They just installed a new 6" gas main on my street this summer. (Replacement)

This makes no sense. If you were behind in your utility bill back then - obviously you caught up by now OR you had no utilities for 3 years. How are they passing this now and making it that far retroactive? Are they just giving the money to friends and family because real people that struggled to pay their bills and catch up - won't qualify.
