Out of the top 40 highest demand places for housing in Upstate NY, Rochester suburbs have 20 of the hottest housing markets, Syracuse suburbs have 8, Albany suburbs have 6 and Buffalo suburbs have 6.

I think you're right, it is probably zip codes, not township.
Quite certain it is township, not zip code. As an example, the town of Greece doesn't even have a zip code. The one exception is the tiny hamlet of North Greece.

It may be Greece(CDP) too, as the list includes villages such as East Rochester(which has the same boundaries as the town), Brockport and Liverpool, as well as Fairmount which is a CDP in the town of Camillus and Bridgeport another CDP(census designated place) that is in the town of Cicero(Onondaga County) and the town of Sullivan(Madison County). It also has the city of North Tonawanda. So, it looks like it is using a range of municipal and CDP communities.
What's interesting is, Rochester is represented as the top 5, top 8/10 and top 15/20 in the hottest housing markets upstate, but barely represented in the family friendly tally, when it usually fares well, family wise.
