What Housing Crisis? (Middletown, York: houses, neighborhoods, costs)

This article lists the percentage of vacant housing in each state. NY is not on the list of highest, or lowest, so it must be between 10-15% vacant. How does our governor call that a crisis?

The problem is in many of those places it costs more to renovate the vacant houses located in those undesirable neighborhoods than investors can make selling them.

I don't recall the article stating that they were in undesireable neighborhoods, or needed renovation. Some are, of course, but there are many vacant houses in the suburbs to.

BTW, what is an undesirable neighborhood?
