Do women really look at shoes first? (female, male, person)

I don't. What is more important is the type of man wearing the shoes, rather than the type of shoes he is wearing.
I have heard that over the years as well and I think it is superficial. I have noticed women looking at me up and down and their eyes stop at my feet and I don't know what they are doing unless they are checking out the way I dress, which includes my shoes. I am an "eye" and "face" person. I look at the eyes of people and their expressions. I don't, however, stare at anyone. My parents taught me that it is rude to do so.
Anyway, about the shoes....that is how materialistic this world is. If someone isn't wearing this style or that designer, they are labeled an unfavorable name. I don't dress to impress other people. After having men and women influence me on what I "should" be wearing, I finally dress how I want to dress.
Then, there is something else I have heard through the years about the "size" of a man's feet being an indicator for another part of him. So if they are checking your feet out before anything else, that could be a possibility.
I don't really care one way or the other about the shoes someone is wearing unless the wearer is female and she has a pair that I like and I am curious as to wear she got them so I can find a pair. I'm also not hung up on clothing or other outward physical appearances or characteristics such as age, race, etc. For both sexes, I tend to notice the eyes first, then the general facial features and hair. I tend to pay the most attention to personality, sense of humor, intelligence, and whether or not the person is genuine or trying to put on a good front. Working in HR for 10 years and working in operations management for 8 years has given me a pretty keen BS detection system
The only real turnoffs that I have are habitual liars, narcissists, political backstabbers, and cruel people. I promise that even your ugliest shoes won't scare me off...
I sure don't. I know a guy who did, as a tool to tell how much money a person might spend walking into the shop. To him, shoes were EVERYTHING. He had a pair of $400 snakeskin shoes. Ugliest things ever
