I would call the cops. Whilst I am very liberal regarding personal drug use (in your own home) the individual has no business driving and endangering others.

Why would you not report a driver who is probably smoking meth? Meth. Driving a two thousand pound piece of machinery. Not a good combination.
It was a glass pipe. I don't know much about drugs, I just assumed it was meth.
Marijuana, meth, crack, doesn't matter; they're a liability to the public when driving a vehicle. I'd most likely take down the licensee plate, pull over somewhere, and call it in.
