Why do you find it odd for an observer to be concerned about a disturbing situation in the work place?

I don't think you're in a position to say that the OP "seems" to be more concerned than the people the OP is posting about. That's because nobody else actually knows anything about how concerned the others may or may not be. The only thing we have to go with is strictly the OP's observations about inappropriate behaviour, as relayed quite clearly in spite of the OP's obvious English language barrier.

To me it sounds like both women are fully cognizant that they are being both verbally and physically sexually harassed by a blatant, shameless jerk and they're both afraid to rock the boat about it.

The fact that this guy speaks so freely of his sexual conquests and makes no effort to hide his inappropriate behavior toward female coworkers makes it a toxic environment that affects more than just the women in question.
