It's not strange, but certainly inappropriate. In fact, I'm surprised some woman hasn't smacked him down by now.
Are you sure he's saying "kitty" and not "kiddie"?
Probably kitty, and that is sexual harassment because kitty is a euphemism used by some men as a substitute for another 5 letter word that can also mean cat but the word starts with a p and ends with a y.
Euphemism definition: a mild or indirect word or expression substituted for one considered to be too harsh or blunt when referring to something unpleasant or embarrassing.
He's indirectly calling her a vagina. Get it?

OP, you should tell your female colleagues to start calling that guy "Wee Dickie". That should cool his ire.
It's odd that the OP seems much more concerned about the situation (if there is one) than those who are described as the objects of his attention.
Why do you find it odd for an observer to be concerned about a disturbing situation in the work place?
I don't think you're in a position to say that the OP "seems" to be more concerned than the people the OP is posting about. That's because nobody else actually knows anything about how concerned the others may or may not be. The only thing we have to go with is strictly the OP's observations about inappropriate behaviour, as relayed quite clearly in spite of the OP's obvious English language barrier.
To me it sounds like both women are fully cognizant that they are being both verbally and physically sexually harassed by a blatant, shameless jerk and they're both afraid to rock the boat about it.
The fact that this guy speaks so freely of his sexual conquests and makes no effort to hide his inappropriate behavior toward female coworkers makes it a toxic environment that affects more than just the women in question.

Then if it's bothering the OP, she needs to report him for herself. No reason to come here wondering how to 'save' her friends.
There's third party sexual harassment. So the OP should go to HR and file a complaint against Mr. Romeo. What a pig.
The OP could also tell Mr. Romeo "TMI, dude!", the next time he launches into a diatribe about his personal escapades. Who wants to hear that, at work? IDK, OP; maybe the guy is rehearsing for a run for the job of POTUS...?
