Will a jeep cherokee with 6" of lift and 33" tires pass NC inspection?
There are no restrictions on lifts or tires sizes that I have come across. I have noticed that some jeeps that are lifted have had the factory sway bars removed, this would cause a failure. However, with only a 6 inch lift, the chances are that your vehicle has retained the stock sway bars. Your tires must meet the minimum state tread depth requirement of 2/32. You should have no problem.

Sorry for the delay, be quite busy. No, a non functioning odometer is not cause for an inspection failure.
Will a cracked tail light (the red plastic cover, not the bulb) cause me to fail inspection?
Yes, a cracked taillight lens is cause for failure. If it will allow water in, or any white light is showing, the inspector should fail it. There have been some discussions about this amongst inspectors, and due to the recent crackdowns on stations, a lens that is just simply cracked, and does not appear to be allowing water in, or showing white light will generally be failed. I myself have had DMV fine me for not failing such a light, even though there was no water present and no white light showing, and in my opinion was perfectly functional. So, now we err on the side of caution.

On an interesting note, I was just visited by an enforcement officer, he's investigating a vehicle I failed, that passed the next day. Now, it's just possible that this vehicle as indeed repaired and properly re-inspected, but a check of my records shows a long list of failures, some mechanical, and I highly doubt they were repaired. Someone's about to get a nasty fine, and the vehicle owner is about to get a visit from DMV......
