Money from the N.C. Education Lottery has not supplemented school budgets as much as officials originally promised. Lawmakers have diverted lotto funds to help plug holes in the state's budget, and school officials say much of their lottery money just makes up for other state funds that have been cut.
SURPRISE, SURPRISE SURPRISE....Golly sargent Carter, there ain't as much money as we promised..
Like every other state with "educational" lottery, the original school budget is CUT by the exact amount that is from the lottery. There is NO net gain or surplus. The lottery proceeds are a REPLACEMENT, not a supplement.
I can't understand people who oppose the lottery? Sure, money gets abused...in private industry and government. But to say it's of no value and hasn't impacted education is nonsense. Plus, being surrounded by states (Tenn, NC, GA and VA) that have lotteries, NC was seeing money sipphoned out of the state; at worst case, there is extra money to misuse rather than letting some other state misuse it.
If it is a replacement let it be and DON'T PLAY, from a micro-perspective, you can function daily without the lottery impacting your life one iota. Unless you claim misdirected roadway funds, etc etc. cause you to not sleep at night, give it a break.
If anyone is surprised by this they should start paying more attention.
When the state lootery was first railroaded through in the middle of the night, it was obvious it was a tax on the bad at math with education the 'excuse'. Sure the lootery money goes to the schools, but general funds that were destine for the schools were diverted to pork barrel projects by the crooks people keep electing.
Term limits for ALL elected official would prevent this type of abuse.

I completely disagree...SMART voters would do a better job..I refuse to allow the government to make decisons the citizens OUGHT to be making for themselves..
The real problem is we allow the politicians to "comvince" they are doing what is in our best interest and we do not hold them accountable.
But it was worth a rep point for understanding the system so well...

How is it a tax? You have to pay a tax, you don't have to play the lottery....can it be any simpler or is it you're stuck on stupid? One man's pork barrel project is another man's investment in the future or a source for job creation....it really isn't that simple (or crazy based on your position).
Everybody wants to cut gubment spending until they learn the cut happens to occur in their district or backyard...it's an earmark or pork barrel project if it's the adjacent county or state regardless of party affiliation.

It's really not that easy pro, it might look easy on TV or until you get on the field of play. There a lot of moving parts in the legislative system and these people aren't as "stupid" as you might think. What is a smart voter? If someone doesn't vote for your position or interest that makes them stupid?
Its a system which payes for itself and shows profit which can be sent to school systems. major problem is its a breaucracy which will eat up profits as payroll increases (Tech, sales, Mgt.). In the long run any state I have lived the profit drops as time goes on

I think that this was approved at night with voters, correct? If so voters arent to blame.
