Could you add her to your for a while and she could pay you back, let her get her license and then get her own?
I don't know, we'll be in the same boat soon as my 18 year is getting her this month.
I always thouht you couldn't get a license without insurance, not the other way around.

I did find out that she can get a nonowners liability policy on her own, get her license then insure her car.

You can get a form from your insurance that says that she is covered to take the test. The form is good for only 30 days I think and you need to let the insurance company know whether or not she passed so they can take her back off.

If you call the DMV they can give you the name of that form since it's escaping me at the moment.
