I think what he means is that the crime rate in most places in NC isn't really an issue. Majority of crime is localized in only a few concentrated areas in most communities.

you can be vegetarian anywhere. if you can't find everything you want or need, either shop in a bigger town or have it shipped.

You might could afford Rocky Mount, Lumberton, Goldsboro, Kinston, Fayetteville or Spring Lake. However, those cities are not safe, they are not attractive or fun, and they are not vegetarian-friendly. Those are about your only options at that budget. :/

If you can live with a roommate, you can afford pretty much any city you want, Asheville and Chapel Hill included. I currently live in Carrboro with a roommate and it ain't too bad at all. $400 a month all utilities included.

Any of the larger cities will have decent vegetarian options...and all have fresh food options in the way of farmers markets and/or high end grocery stores. Every city has sections with lower crime rates and the outer suburbs are usually where you find the lowest cost of living. Kind of like anywhere else really.
