To be fair, these are all counties with small populations...one murder can really tip the scales toward being a "murder capital" county. They are ranked by percentage, and are on the list with huge counties like Wayne County MI. It's kinda silly to think of a rural area like Halifax (14 murders) or Robeson (18 murders) as murder capitals.
