I'm not surprised the store in Boone is closing. I got a coupon in the mail recently for $10 with something like a $12 or $15 minimum purchase at JC Penny. I couldn't find anything I needed or wanted. Even with Belk being a shadow of its former self, JC Penny can't hold a candle to Belk, at least comparing the two stores at Boone Mall.
Belk feels more like a cheaper, downscale version of Macy's.
JCPenney feels like a Kohl's, but with a salon, portrait studio, and appliances. With the exception of Gastonia, most of these closing stores are in small markets.
The closings will likely destroy the small malls where JCP is THE department store. I chose one of the store closings at random and Googled the location. I chose Becker Village Mall in Roanoke Rapids. The images on the web show that the mall's health is on life support at best with JCP there. Without JCP, there's no way that mall survives. The sad part is that there won't be anyone interested in coming in and developing it. At least RR has a Belk still.
Jet (now owned by Walmart), Wafair, Amazon, Sierra Trading Post, Walmart, Target, Overstock, are all online and offer free shipping and have excellent return policies.

I remember seeing a write up about this particular mall on Labelscar, and it was a dead mall even back then.
