While not everyone utilizing rural health centers is on Medicaid, many are. Since the Ryan Health Plan proposes significant changes in Medicaid funding, it is helpful to understand how many North Carolinians are enrolled in this program:

What was their reasoning for not signing it? And can someone explain what exactly the issue with Medicaid in this state is? Why this is a constant point of controversy with certain legislators?

I would like to hear the reasoning from Berger, et. al. actually articulated and hear a good, clear explanation as to their strong dislike of Medicaid or why the expansion of Medicaid is detrimental to the state and its citizens. Is their opposition simply because Obama is the one who was propelling this previously, as it seems to be from articles such as the one below?

It's truely confusing for someone who isn't in the crossfire of this willstruggle to understand what the point of contention even is and why it's so controversial.

This is what confirms what I've been saying about the NCGOP all along, that they're a bunch of bigots and they were (are) willing to harm this state and its citizens because of their ideology!

Cooper had no legal authority to expand Medicaid, simple as that.

Medicaid expansion was turned down, I'm sure in part due to disagreement with Obama's medical care/insurance policies. It was also ...

*rife with fraud
* would become a time bomb of unfunded mandates to the states - like so many federal entitlement programs over the last 20 years.

Just last year, Medicaid all by itself was 16% of the state's total budget. And growing rapidly.

What fraud? It's growth is tied to income or lack there of, doesn't that speak to the economic hardships NC having?

RE: "fraud" Yes, there are those who illegally attempt to exploit any system but there is also a NC State Medicaid Fraud Control Unit. Here is an excerpt from the 2016 Review conducted by the Office of the Inspector General for the Dept. of Health and Human Services:
WHAT WE FOUND
For FYs 2013 through 2015, the North Carolina Unit reported 57 convictions, 49 civil judgments and settlements, and combined criminal and civil recoveries of over $134 million.
Our review of the North Carolina Unit found that it was generally in compliance with applicable laws, regulations, and policy transmittals.

am I misunderstanding the link, or is it pointing out that the Medicare Fraud Unit was operating in compliance? Or does it attempt to say the Medicaid program itself is operating in compliance?

So if there is fraud there, we shouldn't expand? Of course I want to stop fraud, but not at the consequence of people in need. That is just dumb. Just add to the enforcement.
