JoCo residents drove CSX away from the county, not eastern NC. The Rocky Mount location was a sure thing until E. Hunter Harrison took over as CEO of CSX. Even if JoCo hadn't drove CSX away and allowed them to build the hub in Selma, this same situation could've just as easily happen there.
So far, CSX hasn't stopped the permitting process with NCDOT so the hub might still get built in Rocky Mount, however slim the chances may be.

Hunter Harrison, while boosting profts and values, has hurt many communities in the US and Canada. The rub is that there is a need for efficiency that railroads have been ignoring for quite a while. NS folks need to beware, because if they don't start making internal adjustments, HH will likely be picked up by them, next.
It's hard being a CSX railfan these days... *sigh*
