All depends on how a grant is written when applied for. Dickinson received the "most" money, and yet they are on the fringe of the Bakken field. They probably have the least amount of people impacting their area and yet, they got the most money.

You would think that the most amount of money would go to Williams County and that area. The place that needs many more Law Enforcement, they need much more traffic control. Maybe the State Panel that holds the coin purse decided that Williston and the surrounding area is a lost cause and not worth supplementing the area?

The article indicates that the 1.5 million is ear marked for construction of a new public safety building in Dickinson. Williston/Williams County has newer facilities.
